Not in this case. The regulator only powers the -5v of an 8080 and a
triple-supply ROM. Current drain is very low, so no heatsink is needed.
And there WAS no heatsink on the H8 board.

Not that I know of. On pretty much all the negative voltage regulators,
the heatsink tab is NOT ground!
