[sebhc] 12V supply for Disk Drives question

With a little effort, I was finally able to get to the back of the
power supply board to replace the blown capacitor in my Z-37 case.
Now, without a load, the 12V line is reading only 11.6 V. Is this
within spec, or does it look like the voltage regulator (or maybe one
of the other capacitors) need to be replaced? I've check the voltage
going into the 12V regulator, it's almost 21V which should be fine,
since the manual shows that it should be 18V.
