[sebhc] Emulator fix - 8251 data sheet

I just uploaded the 8251 data sheet to the archive in a documentation
subdirectory called "8251". 

Versions of the Heath/Wintek software prior to xx.03.xx didn't know
about the 4-port serial card so if the tape images you're trying to read
were made or configured early enough, they will lack the ability to talk
to an 8250 since the console driver routines for this chip were
non-existant.
