H-Scoop carried the following message: "... And copyright by Henry Fale and
Quikdata Inc. All Rights Reserved." I don't know if Quikdata Inc. is still
in existence, but there indeed is a copyright notice in each issue. However,
I don't think that the family would object to the archiving of the issues.
The phone number listed was 414-452-4172, but I have not tried to call it to
see if it works.

I don't think that H-Scoop was copyrighted.  In fact, many items (even some
Heath Co. software) from that era carried no copyright message.
